AB 109 Assertive Community Treatment (ACT) Services
Request for Information (RFI) Summary

Purpose
Ventura County Behavioral Health Department (VCBH) is seeking letters of interest from qualified providers interested and capable of operating and managing an AB 109 ACT program, serving clients returning from locked acute settings or incarceration, and serving those who fail to engage in mental health services due to chronic mental illness. Interested providers must show capability in successful outreach and engagement to this difficult to engage population. ACT services include: mental health treatment, psychiatric care and management, medication education, alcohol and other substance abuse treatment, life skills training, vocational training and counseling, advocacy regarding criminal justice, social services, and social security issues, coordination of budgets with client’s payee program, and linkage to housing as well as other supports and peer recovery centers.

Please be advised that the Peer Services RFP and the Attachment A have been revised, (Rev 2), effective February 25, 2016. See attached files. Peer Recovery Coach headcount has been increased from 11 to 14.

Purpose
Ventura County Behavioral Health Department (VCBH), a division of the County of Ventura, is soliciting proposals from qualified providers to develop and operate a peer recovery, support and employment program that will train and certify Peer Recovery Coaches to work within the VCBH system. Peer Recovery Coaches will provide support, education, outreach and engagement services to VCBH consumers or potential consumers from a lived experience approach.
