Goals

  • Help adults without insurance get access to health care services.
  • Help people live healthier lives and reduce overall medical costs, benefiting everyone in Ventura County.

What is "ACE"

Access Coverage and Enrollment "ACE" for Adults offers uninsured individuals on-going regular access to comprehensive outpatient and inpatient health care services, including specialty care. ACE for Adults is an alternative to typical health insurance programs. Services are offered through the Ventura County Health Care System and the ACE Provider Network. Once enrolled, people can get care at any Ventura County Health Care Agency facility or program.

You qualify for the program if all of the following apply:

  • You are a U.S. citizen or a lawful permanent resident
  • You are 19 through 64 years of age
  • You live or work in Ventura County
  • You are not enrolled in Medi-Cal, AIM, or any type of insurance coverage program
  • Your income does not exceed 200% of the Federal Poverty Level.

Individuals who enroll in this program will have an established “medical home” with standard rates and fees that reduce their out-of-pocket expenses for health services. This reduces barriers to accessing preventive and necessary health care services. This will, in turn, reduce overall medical costs both to the people enrolled and to the health care system: Earlier, preventive care costs less than medical care provided when early symptoms have become major health problems.

  • This is not “health insurance” or an “entitlement program”. 
  • Individuals who enroll in this program will have an enrollment fee based on family size and income levels ($100 maximum, annually, per enrollee).

You will also need the following:

Proof of Residency (any of the following):

  • Copy of Current Driver License
  • Copy of utility bill with current address

If you are a Student (any of the following):

  • Current Student ID with Photo
  • Verification of Residence in On-Campus Housing, OR Proof of local Residence

Evidence of Legal Residency (any of the following):

  • Social Security Card
  • Birth Certificate
  • U.S. Passport
  • Green Card
  • Citizenship Certificate

Confirmation of Employment / Income:

  • Copy of 2006 Income Tax Form

    And any of the following:
    Copy of current pay stub (within last 45 days)
    Signed Employer Verification of Income, or
    Proof of zero income: Please submit Self-Affidavit of Income Form [English] [Spanish]
